py3: catch specific OSError subclasses instead of checking errno
Contrary to the previous changesets in this series, this covers cases where
errno was checked for multiple values.
EACCES -> PermissionError
ENOENT -> FileNotFoundError
ENOTDIR -> NotADirectoryError
EISDIR -> IsADirectoryError
